URVR envisions a Great Lakes region where vulnerable populations - refugees, displaced persons, women, youth, and host communities — live with dignity, enjoy access to justice, and participate fully in the social and economic life of their communities. We believe that justice is the foundation of peace, and that peace is the foundation of development.
